Brenden Kelly is the Recreation Specialist who is the Mad Rabbit project leader and facilitates the NEPA processes. Michael Woodbridge is the District Ranger and the official who makes the final decision on the Mad Rabbit project.

Colorado Parks and Wildlife:
Kris Middledorf is the Area Wildlife Manager for our area. The CPW Commissioners direct CPW, who has a cooperating agency status in the Mad Rabbit NEPA project.

Routt County Commissioners:
Routt County Commissioners are not involved in the NEPA process directly but they will be dealing with adverse effects if and when the NEPA process for Mad Rabbit is approved. This is particularly true since Mad Rabbit is counter to the recent Routt County Master Plan that calls for protection of open space and a more balanced approach with recreation and conservation. The Commissioners, as with all citizens, are entitled to comment on the Mad Rabbit proposal and can be very influential.

City Council & City 2A Committee:
The 2A Committee and the City Council will decide on what trails to fund if and when the Mad Rabbit NEPA is passed. They don’t have any direct authority over the NEPA process, but they are a partner as they funded the NEPA process via 2A tax dollars. The time that City involvement will become crucial is after the Mad Rabbit NEPA process when they subsequently decided which trails, if any, to fund.

Trail Land Managers
Brendan Kelly manages the existing Forest Service trails. Brad Setter manages the existing City trails on Spring Creek, Emerald, etc.
